The disappearing comma after seizures

The Legislative Assembly publishes the constitution showing this section without a comma after the word seizures: https://www.legis.nd.gov/constit/a01.pdf.

The 1889 original draft constitution does not appear to include a comma after the word seizures. https://www.ndconst.org/_media/conv/1889_draft_constitution.pdf#page=6

The constitution as published in the Bismarck newspaper prior to ratification by the voters included a comma.

The 1890, 1901, and 1919 Legislative manuals all show a comma after the word seizures, as does a 1914 bound publication of the constitution.

The bound volume of the Revised Code of 1943 does not include the comma. It appears to have been omitted from official publications including the Blue Books that have been published since that date.
